Liu Yingchuan, female, born in Tainan of Taiwan in 1951, was a former professor at the Department of Economics, National Taiwan University.

In September 1999, Liu Yingchuan established the Taiwan Falun Dafa Association co-sponsoring with Zhang Qingxi who held the post of president. Liu served as general manager of Taiwan's New Tang Dynasty Asia-Pacific TV.

On March 1, 2009, Liu Yingchuan suddenly abdicated because of bone cancer, and then died on June 8. Taiwan Falun Gong organization claims that Liu Yingchuan focused main energy on the administrative work of New Tang Dynasty Asia-Pacific TV during her lifetime, while she failed to practice the "five sets of exercises" and her own cultivation, which eventually lead to "overwork death".
